Army Consolidation Enterprise Solutions (ACES)

Federal Aviation Administration (FAA) Broad Information Technology Services (B.I.T.S.)

BITS is a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) fixed ceiling acquisition designed to provide a broad range of IT support services for administrative, research, development and operational activities. BITS is designed to be a contract vehicle that will allow the contractor/team, when selected for specific tasks, to meet the TIT services requirements of the FAA and DOT. The customer may use this program to attain small business performance credits.

Available Services:
Virtually all IT services are available through BITS.
There are four broad categories of services including:

1. Systems management and Support,
2. Systems Maintenance and Support,
3. Systems Engineering and Design, and
4. Information System Security.

How To Access Our Services
BITS is a rapid acquisition contract vehicle designed to ensure that BITS customers receive contract services in an efficient and simplified manner. The process, when adhered to, will move a task from idea to start with a maximum ten (10) day turnaround. Additionally, the process cannot be protested.

1. The starting point for a task order is the FAA/DOT Customer. The FAA/DOT customer is responsible for development of the "Task Order Package," which includes four elements.
They are:

• Statement of Work
• Independent Government Cost Estimate
• Funding Document
• Task Order Representative Nomination

2. The FAA/DOT customer submits the Task Order Package to Customer Service Center (AIT-400). Customers may also elect to use their local contracting office in the BITS task order process.

3. Contracting Officer's Technical Representative (COTR) at the Customer Service Center generates a Purchase Request.

4. Contracting Office (CO) Reviews and Requests Work Plan from NATI.

5. NATI completes Work Plan, forwards to COTR.

6. CO reviews, signs and issues formal task order to NATI and its Team Members.

The Customer Service Center and the NATI Team area available to provide assistance and information to aid in Task Order development and/or implementation.

DOT Information Technology Omnibus Procurement (ITOP)

The Information Technology Omnibus Procurement (ITOP) is a contract vehicle providing a wide range of information technology (IT) hardware, software, systems, and services to federal, state, and local government agencies. This seven-year indefinite delivery, indefinite quantity contract is performed on a time-and-material (T&M), firm-fixed-price (FFP), cost plus-award-fee (CPAF), cost-plus-fixed-fee (CPFF), or fixed-price award fee (FPAF) rate basis.

The ITOP contract provides a broad range of IT solutions in the
areas of ISE & SOM:

ISE
• IT strategic planning, program assessment, and studies
• Business process reengineering (BPR)
• Software life cycle management (SLCM)
• Software engineering
• Software maintenance and licensing
• Electronic commerce and electronic data interchange support
• Independent verification and validation
• Other ISE tasks

SOM
• Office automation and help desk support
• Network support (including interdepartmental data networks (IDNs), local area networks
  (LANs), wide area networks (WANs), Internet access, etc.)
• Computer center technical support
• Media and training center support
• Telecommunications support
• Seat management

• Other SOM tasks

All Federal, state and local agencies and activities are eligible to purchase COMPEX information technology (IT) services, including User Support and Assistance, PC and LAN Maintenance, Asset Management, Application/Database Management, Security Support, and Network Services from the GSA Schedule. You can also bundle large IT solution requirements under a single Blanket Purchase Agreement (BPA).
